Gas Networks Ireland is now seeking to appoint a Design Category Specialist.

The Role:


The Asset Delivery function within Gas Networks Ireland is responsible for the end to end planning, designing and delivery of GNI’s portfolio of asset development programmes. Encompassing the three pillars of Project Delivery Management, Design Delivery and Project Services; the Asset Delivery function brings together all the technical and project support capabilities needed to take high-level projects and programmes from the Portfolio Office and translate these through from detailed design and project planning, to construction delivery and handover to Asset Operations. 

Reporting to the Technical Assurance Lead, the Design Category Specialist will support the design delivery element of projects, programmes, contracts and frameworks, troubleshooting and navigating complexities to meet Design Delivery objectives. This will involve understanding project and programme timelines to forward plan and coordinate sourcing requirements, support execution of contracts, frameworks, approvals across Tx and Dx. This role will commence in Design Delivery and over a period of time may transition to Supply Chain when deliverables and services required by Design Delivery are understood.

Duties and Responsibilities:

  • Prepare and coordinate strategic or otherwise OJEU and stand-alone non-technical elements of tender documentation, inclusive of below threshold OJEC competitions on behalf of technical teams.
  • Support and coordination of supplier responses and prepare clarifications for supplier award process, i.e. coordinate engagement with legal, insurance, Tax, supplier set up process etc.
  • Manage and coordinate centralized non-technical element of mini-competitions, clarifications, task orders from an end to end process.
  • Assist in the coordination of evaluations, organize consensus scoring sessions where relevant and supplier award processes, populate award and regret letters based on technical input on behalf of technical teams.
  • Provide assistance to technical teams in relation to ongoing management of contracts via Oracle CMS as part of framework renewals, new frameworks or below threshold competitions.
  • Prepare and support PD02/03 process for tender award, contract award, purchase requisitions on behalf of technical teams.
  • Carry out due diligence on behalf of technical teams to ensure necessary process are in place post award, i.e. CPA number set up, balancing or re-balancing of spend profiles, contract management plans available to the technical teams.
  • Support and coordinate sole source requests on behalf of technical teams.
  • Interface with Supply Chain to provide information on remaining costs and time duration of framework agreements to ensure sufficient time is facilitated for extensions or new frameworks to be put in place.
  • Support and coordinate papers for sub-EAC or EAC in relation to frameworks, contract extensions, new frameworks in relation to the non-technical element i.e. responsibility to submit papers, (AG1, AG3, Phase 4 etc.) facilitate technical meetings as required to respond to Supply Chain or Legal queries on approval papers etc. Ability to be able to write and translate technical information into draft papers after conversing with a Designer.
  • Support technical teams in development of strategic plans, contract plans for long lead items or renewal of frameworks e.g. Engineering Service Providers acting as facilitator etc.
  • Act as delegated Responsible Contract Manager non-technical in conjunction with technical representative as part of centralized contract or framework renewals across Design Delivery, including new contracts or frameworks.
  • Chair Design Authority meetings with design delivery stakeholders.
  • Coordinate the progression of the non-technical element of projects or programmes approvals that will align with project or project timelines.
  • Centralize RFQ forms, complete justification requests, liaise and coordinate with Supply Chain Tender Admin, create service requests as required etc.
  • Other duties may be assigned from time to time.

Knowledge, Skills and Experience:

  • Minimum of 5 years’ experience in a similar role with previous experience, preferably in utilities sector.
  • Relevant qualifications or experience, an element of technical knowledge would be beneficial.
  • An understanding of material equipment sourcing process or contract management, procurement management would be advantageous.
  • Good coordination skills, ability to organize and get activities delivered, good at recording and translating technical notes into a non-technical manner with a working knowledge of SharePoint.
  • Knowledge of developing and issuing tender documentation including PQQ/ITT, both under OJEU and independent of OJEU, and dealing with clarifications.
  • Experience using PowerPoint, Excel and Word, with ability to structure and develop presentations.
  • Excellent communication (both written and verbal) and interpersonal skills.
