Portfolio Programme Manager – DX

Gas Networks Ireland is now seeking to appoint a Portfolio Programme Manager – DX.

The Role:

The Portfolio Office function within Gas Networks Ireland is responsible for providing single oversight of the delivery of all capital and operational work within the organisation, enabling it to make key decisions that will optimise the overall delivery of GNI’s portfolio of work.  The office provides support and oversight in the areas of Investment Planning and Governance, Integrated Delivery Planning and Portfolio Programme Management; whilst also acting as the gate keeper and critical interface between potential investment programmes and commercial opportunities; and the core departments responsible for the delivery, operation and maintenance of GNI’s assets.

Reporting to the Head of Portfolio, the Portfolio Programme Manager - Dx, will be responsible and accountable for the overall programme and budget management of all price control work projects and activities, as well as providing programme optimisation, governance, reporting and performance monitoring of programmes of work released to Asset Delivery and Asset Operations. This is a key role within the Portfolio Office and the successful candidate will need to utilise a multidisciplinary approach to establish and maintain close liaison with senior management across the organisation, in order to successfully oversee the specified portfolio of projects and programmes.

Duties and Responsibilities:

  • Responsible for overseeing the delivery of the specified Dx Portfolio of work/assets/projects, including accountability for overall portfolio budget.
  • Responsible for converting portfolio plans into prioritised programmes and projects that can be delivered efficiently and effectively.
  • Accountable for securing all approvals from Gate 1 to 5 and consents for all projects in the portfolio, including internal and external governance structures – eg. EAC, Board, Department approvals.
  • Holds Asset Delivery and Maintenance Delivery teams to account for the successful delivery of individual projects/programmes within the agreed budgets.
  • Responsible for risk mitigation, portfolio change control and co-ordination with key stakeholders both internally and externally.
  • Works with the management teams in Strategy & Regulation, Asset Management, Commercial & Business Development and Asset Delivery / Asset Operations; to evaluate the demand for DX work and develop comprehensive and adaptable programme plans, for ensuring the delivery of programmes of work. 
  • Works with Integrated Delivery Planning and the Portfolio Programme Manager Tx to collectively contribute to the development of the single, integrated delivery plan for GNI over the short, medium and longer term.
  • Works closely with Asset Engineering and Technical Development & Technical Training to ensure that Safety, Quality and Sustainability are at the heart of all project and programme concepts.
  • Accountable for effective portfolio close out activities to ensure handover of assets and lessons learned.
  • Drive for high performance, setting the standard for continuous improvement in the delivery of the portfolio.
  • Perform other such duties that may be required from time to time.

Knowledge, Skills and Experience:

  • Relevant third level degree in Engineering or equivalent (Quantity Surveying, Business) with supplementary qualification in project management or finance desirable.
  • Minimum 10 years post qualification experience managing the delivery of projects or programmes in the natural gas or similar utility industry.
  • Demonstrated experience of effective risk and stakeholder management across a portfolio/programme.
  • Ability to:
    • Manage the coordination/delivery of high priority programmes with multiple complex stakeholders and service providers.
    • Develop strategic relationships to accomplish the delivery of the portfolio.
    • Set high standards, by supporting others to assume responsibility for projects and programmes.
    • Exercise independent judgement in methods, techniques and evaluation criteria for programme optimisation and change control.
    • Support colleagues in shaping and implementing efficient and effective processes and adoption of best practice.
    • Manage issues within the relevant portfolio and act as a point of escalation.
  • Excellent communication (both verbal and written) and interpersonal skills.
  • Well-established and proven influencing and negotiation skills.
