Modification 21: Revised Congestion Management Procedures

This proposal is being made to revise the Congestion Management Procedures in the Northern Ireland regime to reflect the introduction of an entry-exit transmission model. Congestion Management Procedures are required at Interconnection Points (IP) by Annex 1 of EU Regulation 715/2009, and were previously introduced into the point-to-point Northern Ireland regime. This proposal is to revise the procedures to reflect the move to entry-exit, and in particular to ensure that that the procedures operate independently at each IP and independently of similar pre-existing arrangements at exit points.
