PMO Lead

Gas Networks Ireland operates and maintains Ireland’s €3bn, 14,725km national gas network, which is considered one of the safest and most modern renewables-ready gas networks in the world.

Almost 725,000 Irish homes and businesses trust Ireland’s gas network to provide efficient and reliable energy to meet their heating, cooking, manufacturing and transport needs. The gas network is the cornerstone of Ireland’s energy system, securely supplying more than 30% of Ireland’s total energy and over 40% of the country’s electricity generation.

Gas Networks Ireland is aiming to deliver a repurposed, resized and fully decarbonised gas network by 2045. Its “Pathway to a Net Zero Carbon Network” envisions transforming the existing gas network into two separate systems carrying 100% renewable gas, one dedicated to biomethane and the other to green hydrogen, with the potential to carry approximately 30% biomethane and 70% green hydrogen, as well as offering significant long term energy export opportunities.

Background

The Department of the Environment, Climate and Communications’ (“DECC”), ‘Energy Security Package’, Action 17 has identified that Ireland needs a strategic gas emergency reserve to achieve security of gas supply during a supply interruption as Ireland makes a secure transition to majority renewable energy.

DECC has engaged GNI to prepare a substantive proposal for the optimal solution to deliver the strategic reserve project. GNI has created a separate internal team which is responsible for progressing the strategic gas emergency reserve initiative which is responsible for assessing viable technical solutions, developing a comprehensive business case and programme plan for delivery, namely the Strategic Gas Emergency Reserve.

The Role:

Reporting to the SGER PMO ( Project Management Office ) Manager, the PMO Lead will be responsible for managing a wide range of standard PMO activities that will ensure the project is managed in a structured and organised manner. This is a critical role to the running of the project and will see the PMO Lead engaging with a high number of senior stakeholders across the project team and the wider supporting business.


Duties and Responsibilities:

  • Support the day to day operation of the SGER Project Management Office which is responsible for the development and implementation of project controls to provide appropriate governance, oversight and support to the project.
  • Working closely with the PMO Manager, support the execution of the project governance framework, ensuring that all reporting structures and decision making processes are in place and effective.
  • Oversee the projects risk management process, ensuing the risk register is reviewed regularly and that risks are created, assessed, mitigated and escalated appropriately.  
  • Responsible for the execution of internal project reporting process across all workstreams, ensuring accurate and timely tracking of task and milestone completion and also ensuring issues and escalations are identified and raised to the programme management team.
  • Oversee the management and reporting of the project Schedule, ensuring the schedule is maintained by the Project Scheduler to the necessary standards and that accurate reporting and task management can be driven from the schedule as required.   
  • Support the PMO manager to identify the resourcing needs of the project and work with the programme management team or external third parties to ensure adequate resource is secured in a timely manner.
  • Take a lead role in the development and execution of the projects data and information management strategy, continuously assessing the effectiveness of the project’s SharePoint structures and methods of collaboration across the team and external suppliers.
  • Support the PMO Manager with the management of project supplier performance by tracking key performance metrics and working closely with key suppliers to resolve issues as they arise.     
  • Oversee the onboarding process for key internal and external resources so that resources are operational as quickly as possible with the necessary access in place.
  • Support the programme management team in relation to internal and external stakeholder management, working with key project resources to prepare comms materials as required.  
  • Support with internal business operations to ensure suppliers are procured and paid in a timely manner for services provided to the project.

Required Skills Qualifications and Experience:

  • Relevant third level qualification with 5 years experience in a similar role.
  • Demonstrated project experience working across multiple workstreams, requiring the ability to manage competing demands and audiences.
  • Proven ability to take ownership of key project tasks, to plan and execute the work and to escalate appropriately when required.
  • Strong communication skills demonstrated across boundaries and multiple layers of an organisation.
  • Demonstrated ability to build close working relationships with internal and external stakeholders and influence decision making/drive buy-in to meet objectives,
  • Ability to exercise strong judgment in analysing, appraising, evaluating and solving problems of a difficult procedural, organisational, administrative or technical nature.
  • Strong technical skills related to creation and completion of  PMO deliverables, using Excel, PowerPoint and Word.  
  • Excellent verbal and written communication
