Grange Castle Pipeline Project

Project overview

Gas Networks Ireland is responsible for building, managing and maintaining an extensive network of gas infrastructure across the Republic of Ireland, including the provision of new connections. 

Gas Networks Ireland has been contracted to connect four new customers to the national gas network at various sites in Dublin 22. Referred to as the Gas to Grange Castle Pipeline Project, this work is being completed in three phases to connect each customer and includes shared pipeline and ’spur’ connections along the New Nangor Road.

Phase 1

Starting with a ‘hot-tap’ connection to the existing 900mm Ballough to Brownsbarn pipeline, this phase involves the installation of 800m of 400mm transmission (high pressure) pipeline along the New Nangor Road and 1km of 200mm pipeline in Profile Park. There are also two crossings of Baldonnell stream. This section of pipeline will connect two customers, both located in Profile Park. Phase 1 is due to be completed in early 2026. 

Phase 2

The second part of the project will see the installation of 610m of 400mm transmission pipeline, also along the New Nangor Road. This section of pipeline will connect one customer. Phase 2 is due to be completed in mid-2026.

Phase 3

The final phase includes the installation of 1.2km of transmission pipeline, continuing along New Nangor road before crossing into private land and on to the customer site. It will involve crossing underneath a river and will connect the final customer. It is due to be completed in late 2026.

Fingleton White are the lead designer on this project, while construction works are being undertaken by Murphy, and supervised by Gas Networks Ireland. 

Key Features of the project include:

  • Over 3.6km of heavy wall pipeline to be installed underground
  • A live ‘hot-tap’ to connect the new pipeline to the existing live gas network
  • Four new Above Ground Installations (AGIs) – one at each customer site
  • ‘Trenchless’ crossing of Griffeen River

Phase 1 of the Gas to Grange Castle Pipeline project commenced in June 2025 and the final phase is expected to be completed in late 2026. Updates will be provided as the project progresses. 

Latest project update

Construction is presently ongoing along New Nangor Road, with Phase 1 pipelaying works being completed in sections until the end of the year (2025). The two Baldonnell stream crossings were completed successfully during the appropriate season for instream works. And construction of three of the four customer AGIs is also progressing, which will connect to the new pipeline.

The first section of pipeline is scheduled to be connected to the existing Ballough to Brownsbarn pipeline via ‘hot-tap’ in November 2025. The ‘hot-tap’ process involves connecting the new pipeline to the existing live network all while gas continues to flow uninterrupted to customers in the locality.

As this is a heavily built-up area, we are deploying appropriate traffic management measures in agreement with South Dublin County Council to maintain traffic movements and access for all residents and businesses.

Environment and planning

This pipeline construction project requires four separate Section 39A Consents (“Consent”) from the Commission for Regulation of Utilities (CRU). An Environmental Impact Assessment Report and an Appropriate Assessment Screening Report were submitted as part of these Section 39A applications. Three of the Consents (those relating to the pipelines in phases 1 and 2) have been granted. The fourth Consent application (relating to the phase 3 pipeline) is in train. The Consent documents including all environmental reports are available to view at: https://www.cru.ie.

The construction phase is being undertaken in accordance with the conditions of this S39A Consent, including a Site Specific Flood Risk Assessment, a detailed Construction Environmental Management Plan and monitoring by an Ecological Clerk of Works. Archaeological monitoring is also required for parts of the works.

Separately, planning permission was granted for three of the four new AGIs as part of the customer developments. A planning application is in train for the fourth AGI associated with the final customer (Phase 3).
