Consents and Agency Lead

Gas Networks Ireland operates and maintains Ireland’s €3bn, 14,758km national gas network, which is considered one of the safest and most modern renewables-ready gas networks in the world.

 

Over 720,000 Irish homes and businesses trust Ireland’s gas network to provide efficient and reliable energy to meet their heating, cooking, manufacturing and transport needs.

 

The gas network is the cornerstone of Ireland’s energy system, securely supplying more than 30% of Ireland’s total energy and over 40% of the country’s electricity generation.

 

Gas Networks Ireland is aiming to deliver a repurposed, resized and fully decarbonised gas network by 2045. Its “Pathway to a Net Zero Carbon Network” envisions transforming the existing gas network into two separate systems carrying 100% renewable gas, one dedicated to biomethane and the other to green hydrogen, with the potential to carry approximately 30% biomethane and 70% green hydrogen, as well as offering significant long term energy export opportunities.

Gas Networks Ireland is now seeking to appoint a Consents & Agency Lead.

 

The Role

The Portfolio Office function within Gas Networks Ireland is responsible for providing strategic direction and oversight for the delivery of all capital and operational work within the organisation, enabling it to make key decisions that will optimise the overall delivery of GNI’s portfolio of work.  The portfolio office provides support and oversight in the areas of Portfolio Planning and Governance, Assurance and Programme Management, Connections Coordination, Delivery Enablement, Land Management and Statutory Consents, and Commercial Management; whilst also acting as the gate keeper and critical interface between potential investment programmes and commercial opportunities; and the core departments responsible for the delivery, operation and maintenance of GNI’s assets. 

 

Reporting to the Delivery Enablement and Statutory Processes Manager, the Consents & Agency Lead will perform end to end design and embedment of the Statutory Consents processes and will have responsibility and ownership of the systems, processes and procedures supporting Consents & Agency area.  They will be responsible for the provision of expertise and working knowledge in relation to consents and agency stakeholder management to enable Asset Delivery to proactively take projects through the processes of agreeing, coordinating and implementing third party agencies and consents requirements.

Duties and Responsibilities

  • Responsibility of managing day-day activities of the Consents & Agency team, including C&A Specialists and C&A Administrators.

  • Drive and facilitate change across Assets and Infrastructure to embrace new processes and systems to assist the department in meeting the Capital Programme requirements.

  • Responsible for developing relationships with key consents and agency stakeholders and that these are established and maintained with a consistent approach across all stakeholders.

  • Work with Delivery Engineers to agree, coordinate and implement requirements of all third-party agencies.

  • Responsible for the management of policy and processes in applying for and adhering to statutory consents, licences, permissions with relevant agencies. 

  • Manage all relevant consent processes to ensure a standard approach is in place across Asset Delivery.

  • Develop reporting capabilities to highlight the current status, budgets, risks, issues and schedules for all consents and agency interactions within the active project portfolio.

  • Establish methods to trend and analyse issues over the lifecycle of a consent application, so learning can influence and drive process improvements.

  • Support the Delivery Engineers with post project completion issues.

  • Maintain documentation and filing systems (including digital document management) in relation to agency/consents, licences and permissions. 

  • Other duties as required from time to time.

Knowledge, Skills and Experience

  • Relevant third level degree, professional qualification or equivalent competence gained through a significant career in a largely similar role.
  • Minimum of 5 years relevant experience, with at least 3 years’ experience leading teams/ Projects.

  • Experience in Statutory Consents applications would be desirable. 

  • Experience in project and budget management desirable.

  • Experience in the management of 3rd Party Service Providers. 

  • Proven ability to create, develop and maintain strategic working relationships to facilitate the accomplishment of work goals, coupled with the ability to gain commitment from others. 

  • Demonstrate strong decision making, influencing and negotiation skills. 

  • Excellent verbal and written communication skills.

  • Experience identifying improvement opportunities, generating ideas and implementing solutions.

  • Excellent analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions.

  • Facilitate the implementation and acceptance of change within the workplace.

  • Proactively identifying new areas of learning and using newly gained knowledge and skill on the job.

  • A good understanding of business operations and the commercial viability and impact of technical / professional decisions on the performance of the organisation.

  • Driver of high standards for individual, team and organisational accomplishment and delivering desired results.

  • Proven track record with dealing with complex issues, proactively and in a timely fashion, along with the ability to communicate complex information to others.

  • Ability to set own high standards of performance and delivering desired results.
