The Role
The Asset Delivery function within Gas Networks Ireland is responsible for the end to end planning, design and delivery of GNI’s portfolio of asset development programmes. The Asset Delivery function brings together all of the technical and project support capabilities required to take projects and programmes from concept through detailed design, construction delivery and handover to Asset Operations.
Reporting to the Project Services Lead – Tx New Connections, the Materials Engineer will support the development, implementation and continuous improvement of Qualification Systems, Material Frameworks and material procurement activities across Design Delivery. The role will provide specialist materials expertise and act as a central point of coordination for supplier qualification, Third Party Inspections, material quality issues, long-lead material requirements and associated technical documentation.
The successful candidate will work closely with Design Delivery Engineers, Supply Chain, Asset Operations, Engineering Service Providers and suppliers to support the consistent application of material requirements, facilitate supplier engagement and qualification activities, and support continuous improvement across Design Delivery.
Duties and Responsibilities
- Support the development, implementation and ongoing management of Qualification Systems and Material Frameworks, including preparation of technical specifications, qualification criteria, supplier assessments, tender evaluations and technical clarifications.
- Coordinate long-lead material requirements, framework activities and supplier engagement across Design Delivery projects.
- Act as a key interface between Design Delivery, Supply Chain, Asset Operations, Engineering Service Providers, Third Party Inspection Providers and suppliers in relation to materials, supplier qualification, framework implementation and procurement activities.
- Coordinate Third Party Inspections and maintain oversight of supplier quality issues, including concessions, near misses, Factory Acceptance Testing (FAT) activities and material-related lessons learned, ensuring recurring issues are identified, addressed and used to support continuous improvement across Design Delivery projects.
- Develop and maintain material procurement processes, procedures and guidance documents to support Design Delivery and Engineering Service Providers.
- Support material management activities including material set-up, stock code creation, stock code governance and associated documentation requirements.
- Prepare material specifications to support EU competitions, requests for quotations, supplier qualification activities, technical clarifications, and supplier evaluations.
- Review material requirements for Engineering Service Providers and process material orders through Maximo / Oracle for capex and opex works.
- Support the Design Engineers in approving incoming materials by confirming compliance with specifications, rejecting and returning unacceptable materials for assets to be used across the gas network.
- Work closely with Design Delivery Engineers in developing processes for incoming materials against design-specified criteria.
- Confirm and support approval that materials supplied for project use comply with specified technical requirements, whether delivered directly to GNI stores or site delivery.
- Responsible for ensuring and developing robust material quality processes and procedures, and supporting the development of guidance documents for material inspections or material returns.
- Conduct quality audits relating to material quality issues, supplier documentation, Third Party Inspections and Factory Acceptance Testing (FAT) activities.
- Document inspection results by completing reports and logs, summarising re-work and waste, and supporting efficient material storage and delivery practices.
- Support the management, retrieval and review of material records, certification and associated project documentation, including material investigations where required.
- Work closely with GNI Stores regarding material storage requirements, availability and logistics considerations.
- Act as Sustainability Champion for material procurement within Design Delivery.
- Other duties may be assigned from time to time.
Knowledge, Skills and Experience
- Proven technical competence is essential. Engineering degree or other relevant qualification desirable with a minimum of 3 years relevant experience, preferably in the natural gas or similar industry.
- Experience of material processes for mechanical, control, electrical and instrumentation assets would be advantageous.
- Experience of supplier qualification, technical procurement activities, Material Frameworks, Qualification Systems, Third Party Inspections (TPI), Factory Acceptance Testing (FAT) activities and supplier quality management would be advantageous.
- Experience working with suppliers, Engineering Service Providers and other external stakeholders, together with the development of procedures or guidance documents, would be advantageous.
- You will have experience of working within teams and across virtual teams to deliver on shared goals and objectives.
- You will have demonstrated judgement and decision-making capability to achieve common goals.
- Excellent interpersonal and leadership skills, with the ability to influence, advocate and persuade.
- Ability to establish and maintain procedures for collecting, reviewing and managing information.
- Proactively identifying new areas of learning and applying newly gained knowledge and skills on the job.
- Experience identifying improvement opportunities, generating ideas and implementing solutions.
- Have a working knowledge of H&S standards and risk management systems, e.g. Design Risk Assessment.
- Knowledge of relevant Gas Standards, Codes of Practice and Statutory Requirements would be desirable.
