The Role
The Asset Delivery function within Gas Networks Ireland is responsible for the end-to-end planning, designing and delivery of GNI’s portfolio of asset development programmes. Encompassing Project Delivery Management and Design Delivery the Asset Delivery function brings together all the technical and project support capabilities needed to take high-level projects and programmes from the Portfolio Office and translate these through from detailed design and planning, to construction delivery and handover to Asset Operations.
Reporting to the Design Delivery Manager, the Design Delivery Lead – Electrical, Control and Instrumentation will lead a team and have responsibility for all aspects of E, C&I design across the gas network. The Design Delivery Lead will complement in-house teams with outsourced engineering partners to deliver the E,C&I designs meeting end-to-end project or programme commitments, ensuring a high-quality design service is delivered.
The successful candidate will have the ability to lead teams, collaborate to deliver designs across cross functional teams, make decisions and embrace change implementing best practice to ensure end-to-end design process delivers optimal design solutions.
Duties and Responsibilities
Manage and lead a team comprised of internal design engineers, seconded engineers and engineering service providers to deliver the design of assets meeting project or programme timelines.
Lead and direct the design team, from concept to completion phases, embedding continuous improvement, implement best practice, challenge and review processes, ensure compliance with procedures and process design e.g., design review, design deviation, functional safety within design, material specifications, asset data capture and cyber for E,C&I,
Provide leadership for functional safety activities within design, including safety integrity assessments and levels, make determinations, verifications, and assurance of safety instrumented functions where applicable.
Ensure appropriate management of hazardous area classification, ATEX compliance, earthing and bonding, lightning protection, cathodic protection interfaces and electrical safety requirements.
Support the Design Delivery Manager to ensure consistency and alignment of design practices, knowledge sharing, design improvement in collaboration with other functions within GNI.
Managing and driving implementation of designs in collaboration with mechanical engineering, operational technology and cyber for design teams across network assets.
Support the development of in-house design programmes and projects to develop and maintain in-house design competency reducing dependency on third party design support, including identifying and resolving skill gaps.
Ensure robust process of design validation, appraise and challenge ensuring compliance with industry standards.
Lead as required to enable the completion of QRA, HAZID, HAZOP, LOPA, process engineering, including recording risks on the internal risk management system.
Support the Design Authority process, ensure alignment with peer Design Delivery Leads on alignment of materials working closely with Design Category Specialists to deliver on material delivery plans and achieve efficiencies where opportunities present.
Lead, resolve and put in places processes where required to bring technical resolutions or audits to conclusion e.g. CAR’s, HAZCONS, compliance reporting etc.
Support the development of the design team through identified training, organise and implement team recognition e.g., publications in IGEM, Engineers Ireland, engineering excellence awards etc.
Lead and support development of technology with suppliers understanding options available at early design stage to deliver project or programme efficiencies e.g. supplier meetings in conjunction with Business Services etc.
Support improvement process e.g., HAZOP, Design Deviation, Design Change to analyse design trends as part of continuous improvement process across Design Delivery.
Support functional safety within design.
Travel between design offices to ensure alignment of design practice, through detailed audits, external design audits, “right first time” principal minimising design change, address and close audit findings and implement improvements.
Performing other duties as assigned from time to time.
Knowledge, Skills and Experience
- Degree in Engineering (Level 8) Electrical, Electronic, Control, Instrumentation or a closely related engineering discipline.
- A minimum of seven years relevant engineering experience, in the natural gas industry with substantial experience in E, C&I design and technical leadership within process, energy, utilities or comparable safety-critical infrastructure.
- Strong technical knowledge of electrical distribution, instrumentation, control systems, telemetry/SCADA, communications and equipment specification.
- Experience with IEC 61511, IEC 61508, electrical safety rules, cybersecurity and functional principles.
- Working knowledge of functional safety lifecycle requirements, hazardous area classification and ATEX compliance.
- Experience of design risk management and participation in HAZID, HAZOP, LOPA or equivalent structured safety studies.
- Working knowledge of relevant legislation, standards, codes of practice and statutory requirements.
- Ability to review and challenge complex technical information, make informed decisions and communicate decisions clearly to technical and non-technical stakeholders.
- Commercial awareness and the ability to understand the cost, programme, procurement and lifecycle implications of technical decisions.
- Excellent leadership, interpersonal and stakeholder-management skills, with the ability to influence, coach and build effective working relationships.
- Proactive, organised and delivery-focused, with a proven record of resolving complex issues in a timely and structured manner.
