Background

The Department of Climate, Energy and the Environment (“DCEE”), ‘Energy Security Package’, Action 17 has identified that Ireland needs a strategic gas emergency reserve to achieve security of gas supply during a supply interruption as Ireland makes a secure transition to majority renewable energy. 

DCEE has engaged GNI to prepare a substantive proposal for the optimal solution to deliver the strategic reserve project. GNI has created a separate internal team which is responsible for progressing the strategic gas emergency reserve initiative which is responsible for assessing viable technical solutions, developing a comprehensive business case and programme plan for delivery, namely the Strategic Gas Emergency Reserve.

The Role

Reporting to the Head of Engineering, the Safety, and Quality Management Manager is responsible for the integration, oversight, and continuous improvement of safety, and quality management systems across the SGERP. This role ensures compliance with statutory, regulatory, and best practice standards, and supports the delivery of a safe, sustainable, and high-quality project.

Duties and Responsibilities

  • Driving the safety agenda throughout the SGER Project.
  • Lead and coordinate the production of a comprehensive safety case for the new infrastructure (describing how risks are managed, safety measures, and compliance evidence) delivered by the project.
  • Working with the Client Partner and ESP draft and update the Safety Report, outlining major accident hazards, emergency plans, and preventive measures.
  • Lead and coordinate HAZID, HAZOP, QRA (Quantitative Risk Assessment), and Fire Risk Assessments to identify and assess potential hazards.
  • Lead the demonstration that all safety risks have been reduced to As Low As Reasonably Practicable, documenting the rationale for mitigation measures.
  • Ensure documentation meets statutory requirements (e.g., CRU Safety Case, COMAH, Building Safety Act) and interface with regulatory authorities (e.g., Health and Safety Authority - HSA).
  • Lead the development and implementation of safety, and quality management systems for the SGERP, ensuring integration into all project phases (planning, design, procurement, construction, commissioning).
  • Lead engagement on safety with key stakeholders including the HSA, CRU, DCEE, DETE.
  • Ensure compliance with ISO, statutory, and regulatory standards, and oversee technical assurance to guarantee the integrity and reliability of project deliverables.
  • Conduct regular safety assessments, audits, and inspections; implement corrective actions and continuous improvement initiatives as required.
  • Provide safety input to communications and community engagement activities for the project.
  • Collaborate with internal and external stakeholders, including contractors and regulatory bodies, to ensure alignment and effective delivery of safety, and quality objectives.
  • Support the onboarding and training of project staff in safety, and quality protocols; foster a culture of accountability, high performance, and “One Organisation” values.
  • Perform additional tasks, activities or other duties as may be required or assigned as part of the role.

 

Knowledge, Skills and Experience

  • Relevant third level qualification with 7 years’ experience in a similar role.
  • Formal qualification in occupational and/ or technical/ process safety and/ or relevant experience of practical application in the gas or similar industry desirable.
  • Demonstrated experience in process safety and major accident safety regulatory compliance (e.g. safety reports, safety cases).
  • Demonstrated experience operating under management systems (ISO 9001, ISO 14001, ISO 45001).
  • Strong knowledge of Irish and EU safety, and quality legislation, standards, and best practices.
  • Proven ability to drive high performance, continuous improvement, and foster a collaborative team culture.
  • Excellent stakeholder management and communication skills, with experience engaging statutory bodies, NGOs, and contractors.
  • Strong analytical, problem-solving, and project management skills.
